California, Nevada, and Florida unemployment rates have increased more than other states over the past 2 years.

North Dakota ranks best as of December 2009, with a relatively low 4.4-percent unemployment. However, employment rates are ever changing, and Hawaii still has the lowest unemployment rate on average.

Washington DC has a 12.1-percent unemployment rate as of December, 2009.
